Mission 8: Signal the Counterattack
Mission 8 has you fighting against your fellow Phantom Thief, Panther.
It’s important to keep in mind for this mission that Panther is technically your only target for this mission. You don’t need to worry about taking out all of the additional shadows that scatter the field.
If you bear this in mind, you’ll find that you’ll be able to clear it much more efficiently.

Best setup for Mission 8 in Persona 5 Tactica

Higher damaging skills are preferred to deal more damage to Ann, because as soon as she’s taken down the mission ends.
Damage dealt with each attack can fluctuate depending on whether you land a critical hit or not. For the purpose of this mission, funnily enough, it works to your advantage if you low roll on damage.
This might be a mission that you’ll need to restart a time or two if you deal a little too much damage to certain shadows.
If you still have access to Erina’s starting gun, the Replica M. Pistol, then I would recommend equipping it for the lower damage constant. Otherwise, make sure you have the Mosser.
How to beat Mission 8 in Persona 5 Tactica
Turn 1
Action 1:
Open by have Morgana shoot the explosive barrel with the shadow standing beside it.
The explosion will throw the enemy closer to the two shadows standing behind the nearest barricade.
Action 2:
Bring Joker as far down the field as he can reach within Eiga range of the group of enemies.
Using Eiga will defeat the enemy blown away by Morgana, giving Joker a One More, as well as break the cover of the remaining two enemies.
With Joker’s One More, walk him down to stand behind Ann.
Action 3:
With Erina’s turn, have her shoot at the two shadows Joker damaged previously.
Erina’s gun attack will attack both enemies in range at random. If you get unlucky, you may defeat both shadows. What you’re aiming for is to keep at least alive and down it with the attack.
This is why I recommend either the Mosser, or preferably the Replica M. Pistol (which I didn’t have anymore…)
Action 4:
Using Joker’s One More, trigger an All-Out Attack to deal a good chunk of damage to Ann.
Action 5:
If things have gone well, with Erina’s One More, you’ll be able to take her closer to Ann and finish the mission with a Great Partisan.
If you are just out of KO range for Ann, during the enemy turn, Futaba will restore a bit of Ann’s HP.
There should only be around 3 or so enemies left on the board during the enemy turn, so you shouldn’t be in too much danger, before getting back to your next turn to have all three party members pummel the rest of Ann’s HP.
Action 3 is where you could potentially hinder yourself. If you happen to take out both of the remaining enemies, rather than downing one, you may have to restart the mission to get the optimal result.
