In Persona 3 Reload, the Justice Social Link is with the Student Council Treasurer, Chihiro Fushimi. She is one of the Social Links that you are able to romance in the game.
Chihiro’s Social Link shows her build on her self-confidence with social interactions and overcoming a phobia of talking to men.
Chihiro can be found outside of the Student Council room, after school on Tuesdays, Thursdays, and Saturdays.
How to unlock the Justice Social Link in Persona 3 Reload
To unlock the Justice Social Link, you’ll first need to have joined the Student Council from 4/27 onward.
Once you’ve joined, Chihiro will start appearing in the hallway.
You’ll need to speak with her a few times, across multiple days, before you can officially start her Social Link.
The first time you speak with her, say that you want to talk.
The second time, any option is fine.
The third time, you can pick anything for the first option, but choose “let’s hang” for the second option.
The fourth time is the final time you’ll need to speak with her before you can start the Social Link. Ask her to walk home together; this will start the Link and you can be on your way from there.
Because of needing to talk to Chihiro across multiple days, the actual earliest day you can start the Social Link will be 5/7.

When you reach the end of the Justice Social Link, Chihiro will give you a copy of her favorite manga as a keepsake.
