In Persona 3 Reload, the Moon Social Link is with the self-proclaimed Gourmet King, Nozomi Suemitsu, found at the fountain in Paulownia Mall.
During Suemitsu’s Social Link you’ll get a look into his past for an explanation as to why he is the way that he is, but you’ll also come close to being complicit in scamming people.
Suemitsu is available everyday except for Thursdays after school, even in the run up to exams and even during School Breaks.
How to unlock the Moon Social Link in Persona 3 Reload
To unlock the Moon Social Link, you’ll need to reach Rank 3 with the Magician Social Link to find out about the Gourmet King.
When you first speak to the Gourmet King, you will need to have ‘Unpolished’ Charm before he will give you the time of day.
When your Charm is high enough, you will next have to complete his Gourmet Quiz.
The answers for this are as followed:

As if this wasn’t enough, he’ll want you to next bring him a food he hasn’t tried. You’ll need to bring him an Odd Morsel, which can be found fairly commonly in chests in Tartarus.
After giving him the Odd Morsel, you will start the Social Link.

What do you get for Maxing the Moon Social Link in Persona 3 Reload?
When you reach the end of the Moon Social Link, Suemitsu will give you a Gourmet License as a keepsake, dubbing you: Gourmet King II.
This will unlock the ability to fuse Sandalphon in the Velvet Room.
