Mission 9: Armory Raid
Mission 9 will have you escorting Toshiro through the stage.
While you’ve previously been able to throw caution to the wind, you’ll need to play this stage a little more carefully to make sure someone is able to cover him when an enemy gets a little too close.
If you’re aiming to earn all awards, you won’t be able to clear the full path before bringing him through the stage… In case that’s what you were thinking!

Best setup for Mission 9 in Persona 5 Tactica

Ann or Joker doesn’t matter too much, but Ann’s access to Burn Boost to up her damage output and her gun attacks dealing AOE damage make her the better option.
Morgana has the largest movement area available, so he can help expand the team’s coverage for All-Out Attacks. Additionally, his wind attacks can help to sweep enemies within range for follow-up attacks by your allies.
Erina’s Charged ability to down enemies with her gun attacks is extremely beneficial in the final turn of this mission!
Recommended Personas for Mission 9
You won’t need any specific Personas to clear Mission 9.
As you’ve not long unlocked the ability to utilize and fuse newer Personas, you’re options may be limited, so aim to have Personas that give you the best stat boosts. The abilities aren’t too important for this mission.
Erina is a recommended party member for this mission as she can’t make use of a Persona, so you can focus your options on Ann and Morgana.
How to beat Mission 9 in Persona 5 Tactica
Turn 1
Action 1:
Start the mission with Erina – make sure she is third in the team so she gets placed on the right.
Have Erina run off to the right, just outside of the retaliation zone of the Revenger enemy.
Shoot your gun at the enemies.
This will cause the Revenger to jump out and break its cover.
Action 2:
Take Morgana up as far as he can reach that’s still within range of the Revenger.
Have him shoot the enemy to down it and get a One More.
Action 3:
With Morgana’s One More, run him up the ladder in front of him to broaden the area of the All-Out Attack.
Move Ann around as necessary if all three enemies aren’t caught up in the fray.
When you’re targeting all three enemies, have Morgana use his Triple Threat.
This should wipe out all of the enemies, but if it doesn’t, Ann should be able to take out an stragglers.
Action 4:
Place Toshiro as far up as you can take him. From his starting position, the best spot should be behind the barrel in the top right of his movement area.
Action 5:
If you can still move Ann, take her up to the same place as Toshiro and then end your turn.
Turn 2
Action 1:
Take Morgana to the Dash Pad that goes forward at the back of the platform he’s on.
Follow up by using Garula on the enemy closest to him. This will break its cover.
Action 2:
Bring Ann up behind the elevated platforms near the next set of enemies.
When in place, have her use an Agi.
This will kill the enemy that Morgana swept away, and break the cover on the other two enemies.
Action 3:
Follow up with Ann again, and have her shoot the remaining enemies.
This will down two of them, reading her for an All-Out Attack.
Action 4:
You’ll need to get Erina into position.
Take her up the ladder nearest her and place her fairly central atop the platform.
You’ll be able to initiate an All-Out Attack, with Ann, to wipe of the three remaining enemies when Erina’s in the right spot.
Action 5:
Finish up the turn by bringing Toshiro as far up as her can go.
No more enemies will spawn in this space, so you’ll be safe to leave him exposed.
Turn 3
Action 1:
Place Morgana in the top-right of the platform he’s on.
Action 2:
Have Erina jump down on the other side of the platform she was on, and wait behind the barricade with flowers in.
Action 3:
Continue progressing both Ann and Toshiro through the stage.
From the positions they were in, they should line up in between two wooden half-covers. Wherever they end up for you, make sure Toshiro is the closest to the objective.
Then end your turn.
Turn 4
Action 1:
Move Ann up from her position to a central position between Morgana and Erina.
Action 2:
Move Toshiro as far forward as you can take him.
As long as he is just passed the platform that Morgana is standing on, you will be able to take him to the objective on the next turn.
Because all you did this turn was move the team, they will all become Charged going into the final turn.
When Toshiro reaches this space, at the end of the turn, three final enemies will spawn in.
Turn 5
Action 1:
From Morgana’s position, have him use a Garula against the Revenger enemy.
Action 2:
Bring Erina up in line with the top row of stone planters near the objective.
When she’s in position, shoot all of the enemies. Because she’s Charged she’ll be able to down all three of them.
Action 3:
With all three enemies downed and the Revenger having taken prior damage from Morgana. An All-Out Attack should wipe the rest of the enemies out.
As was the case at the start of the Mission, you’ll still have Ann’s turn to take out any stragglers.
Action 4:
With the board cleared, you’re free to take Toshiro to the objective.
The award for defeating all enemies could accidentally trip you up with this mission.
Those final three enemies that spawn in late may take you by surprise if you’re not expecting them.
If you’re not in a position to take them out in a single turn, you might actually be leading Toshiro to his death and fail the stage!
